Absenteeism in public employment

This study reviews the various mechanisms available to public administrations to verify the justification for absences of public employees, ranging from different mechanisms to control the use of leave and situations of temporary incapacity, specific measures relating to compliance with working hours, and other more general mechanisms such as the disciplinary regime. The main conclusion drawn is that the mechanisms appear to be suitable and sufficient and that, therefore, the high levels of absenteeism in public employment are probably more related to a question of the willingness of the competent bodies to enforce them.
